§4.1 Chapter 4 · Leaks and repairs

Reading Your Water Meter for Leaks

Summary. To read your water meter for leaks, shut off all water use, note the register and flow indicator, wait 15 minutes, and read again; any change means water is flowing somewhere.

Section 4.1 · revised · checked against district reports, code and agency pages · about 6 min to read

4.1.1 Where is your meter and what does it show?

The meter sits in a lidded box set in the ground, and it records every gallon that enters your property, including the house, the yard and any pipe in between. If you can't find yours, the district that bills you can tell you where it is. In much of inland North County that's Fallbrook PUD, Rainbow Water, Vista Irrigation District (VID), the City of Escondido or Valley Center MWD.

Lift the lid carefully and brush away dirt or water so you can see the face. The register works like a car's odometer: a row of numbers that only climbs. The meters FPUD and Valley Center describe also carry a small low-flow indicator that turns at flows too slow to move the main numbers quickly. FPUD's sheet calls it the red flow indicator, and Valley Center's leak page calls it the "Tattle Tell."

FPUD replaced all of its meters with automated meters in 2023, according to the district. The face you see may look newer than older guides describe, but the test is the same.

4.1.2 How do you run a leak test?

Stop all water use first: faucets, showers, the dishwasher, the washing machine, ice makers, a softener mid-cycle, pool fill lines and every irrigation controller. Then follow FPUD's short method:

  1. Write down every number on the register and note whether the red indicator is still.
  2. Wait 15 minutes without using any water.
  3. Read the register again and compare.

If the two readings differ and the indicator is turning, FPUD says you might have a leak. For slow leaks, EPA's longer window catches more. EPA's Fix a Leak Week page suggests reading the meter before and after a two-hour period with no water use; any change probably means a leak. An overnight read works on the same idea, as long as nothing is scheduled to run.

A phone photo of the register at the start saves you from misreading a digit later.

4.1.3 How do you tell house leaks from yard leaks?

Use the valves to cut the property into sections. FPUD's order is to close the house valve first and, after that, the irrigation valve. Watch the meter after each step.

House valve closedNumbers stay the sameLeak is after the house valve, inside the house plumbing (FPUD)
House valve and irrigation valve closedStill movingService line between meter and house valve becomes the suspect

Valley Center MWD puts the key result plainly: if the meter is moving with the house valve closed, the leak sits between the meter and that valve. When the leak is on the house side, FPUD's sheet sends you to fixtures next: toilets, faucets, the water heater, the AC unit and the washer. A toilet dye test §4.2 is the fastest of those checks.

If you don't know where your house valve is, find it before you need it. The main shutoff page §4.4 covers what it looks like and how to close it.

4.1.4 What do leak alerts and bill adjustments cover?

Alerts and adjustments soften the cost of a leak, but they don't find or fix it. FPUD's website links to a sign-up for leak alerts by text or email; check the district for how the program works. Other districts may offer similar notices, so ask yours.

Bill relief is narrow. Vista Irrigation District offers leak adjustments for undetected, unintentional leaks on private plumbing, for a single billing period, and says water charges will not be waived in their entirety. We did not find published leak-adjustment rules for FPUD, Rainbow or Escondido, so ask before assuming any credit.

Waiting has a cost too. EPA puts an average household's leaks at more than 9,300 gallons a year.

4.1.5 When is it time to call for help?

Call when the meter says water is leaving and you can't find where. A leak on the service line, in buried irrigation pipe or under the floor needs digging, cutting or special equipment, which is licensed plumbing work. The slab leak page §4.3 explains what that search involves.

Call your district if water is coming up around the meter box itself or you think the problem is on its side of the meter. For anything on your side, CSLB rules apply: a licensed plumber holds a C-36 license, and the choosing a plumber page §4.5 covers how to check one.

4.1.6 Common questions

How long should the water be off before reading the meter?

FPUD's check needs 15 minutes between readings. EPA's suggestion is two hours, which is better for very slow leaks. Either way, nothing in the house or yard can run during the wait.

Can a water softener or ice maker make the meter move?

Yes. A softener in regeneration, an ice maker refilling or a pool autofill will register as flow. Pause or bypass them, or time the test when they are idle.

Is it safe to open the meter box?

Lift the lid slowly and look before reaching in, since boxes can hold water, dirt or insects. Don't operate anything on the district's side of the meter; ask the district instead.

What if the meter moves only with the irrigation valve open?

Then the leak is most likely in the irrigation system: a broken line, a stuck valve or a damaged head. Walk the zones looking for soggy spots or water running off the slope.

Does a moving indicator always mean a leak?

Not always. Something you forgot to turn off, such as a toilet still refilling, will move it. Repeat the test once everything is confirmed off before calling anyone.

My meter numbers changed but the red dial didn't. What now?

Check that you copied the register correctly; a photo at the start helps. If the change is real, repeat with a longer window, as EPA's two-hour test is more sensitive to slow loss.
