Appendix A · updated

What the site covers

The site is written for people who own or rent a house in Fallbrook, Bonsall, Rainbow, Vista, Escondido and Valley Center. Much of that area is hillside, grove and rural land, so the pages cover what tends to come up there: very hard water, high pressure on slopes, backflow devices on wells and groves, leaks, water heaters, watering rules, wildfire prep and private wells. The contents page sets them out as a handbook of seven numbered chapters, with a glossary and an index.

How pages are put together

Each page starts from public, primary sources and cites them where a number or rule appears. For this site that means the water quality reports of Fallbrook PUD, Rainbow Water, Vista Irrigation District, the City of Escondido and Valley Center MWD; the California Plumbing Code and state law; San Diego County departments; EPA; the U.S. Department of Energy; UC Agriculture and Natural Resources; and the Contractors State License Board. These were read in October 2026.

Where sources disagree, the page says so and explains which one it follows. Where something could not be confirmed, such as a district's current drought level, the page says that too and points you to the agency. Contractor blogs, price quotes and product rankings are not used.

What the site does not do

North County Water & Pipes is not a plumbing company. It does no repairs, installs or inspections, takes no bookings and sends no one to your house. It carries no ads and publishes no reviews or ratings of plumbers or products.

The site has the same owners as a plumbing supply house, a plumbing and heating company in Pennsylvania and two water-treatment shops. Some pages link to those businesses, and every such link is labeled. The businesses are named, and the labeling is explained, on who runs this site Appendix B. For anything that needs a license, such as regulator, water heater or backflow work, hire a licensed professional and check the license with the state.
